Here's a history of the fort. Keelung has been charged with the duty of defending Taiwan a lot because of its strategic positioning. The downtown harbor is natural, though not deep enough for the massive cargo ships to dock in, so they had to build the bigger harbors for that. But the city is surrounded by high cliffs along the ocean, and many of those were put to military use.
